Universal Service: Satellite Service Companies and the FCC Funding Mandates provides an overview of the Federal Communications Commission's Universal Service Fund and other critical telecom funding mandates as they affect satellite service providers operating in the United States.  These funding mandates include the Universal Service Fund (USF), the Telecommunications Relay Services Fund (TRS Fund), the Local Number Portability Administration (LNPA), and the administration of the North American Numbering Plan (NANP).  The vast reach of the funding mandates covers all telecommunications companies that provide services between states.  For the U.S. satellite industry, and the teleport operators in particular, that means that only companies that lease transponder capacity to others and are not involved in the actual transmission of signals are exempt from contributing.  Everyone else must file.  It is, therefore, critical for satellite service providers to be aware of all obligations in respect of the funding mandates.  Bottom line, the funding mandates affect a significant number of the U.S. satellite services providers, and particularly the teleport operator community.  The obligation to contribute and, more importantly perhaps, the timely submission of the appropriate forms (both annual and quarterly when necessary) must be taken very seriously.   12 pages.
